It’s just a topic. The card Kyouko pulled out had “good luck/fortune” as the topic, so she tried to come up with something to say about that topic (and kind of failed).
The way she tied the paper onto Akari’s hair is her rendition of tying Omikuji onto trees at Shinto shrines or Buddhist temples.
Though I do see how it could be taken as “Good luck, you have to ad lib.”
